Licensing Policy for 2026–2031

Overview

We’re refreshing the policy that guides how licensed premises across the borough operate, from pubs and clubs to events and late‑night venues.

The new draft strengthens our focus on safety, wellbeing and thriving neighbourhoods, with clearer standards for licence holders, improved links to Public Health, new measures on vulnerability, counter‑terrorism, spiking prevention, water safety and sustainability, and an updated framework that supports a vibrant but responsible night‑time economy.

The policy can be found here - Statement of Licensing Policy 2026 - 2031
