Road Safety around Schools – St Bernadette's Primary School

We asked for your views on the potential implementation of Traffic Regulation Orders (TROs) and associated signage, bollards and implementation of dropped kerbs with tactile paving; as part of a Road Safety around Schools scheme to support the Council’s overall strategic ambition to increase the number of children walking or cycling to school.

From 37 letters deliver and 10 on street notices we received 1 positive response from a resident who strongly agreed with the proposals.
We did
A report was submitted to the Central Stockport Area committee in January 2023 where approval was granted for the scheme, including advertisement of the TROs. Following advertisement of the TRO’s no objections were received during the consultation period, therefore the order was made. Works have been ordered and are nearing completion on site.
Overview
The Council’s overall strategic transport ambition is to increase the number of children walking or cycling to school to reduce congestion on roads, improve local air quality, and improve health outcomes. In order for this to be achieved, it is important that walking or cycling to school is a safe option for children and their families. To support this ambition, the Feasibility and Road Safety Team have been working to tackle key concerns which have been raised by schools and ward councillors.
To reduce the impact of inconsiderate parking and to highlight to passing vehicles there are likely to be children in the area, the following improvements have been identified surrounding St Bernadette's Primary School:
- Provision of two new school warning signs;
- Installation of dropped kerbs with tactile paving and pencil bollards at the junction of Foliage Road / Gorseway to highlight that there are likely to be children crossing in the area;
- Installation of dropped kerbs with tactile paving at the junction of Foliage Road / Foliage Road to aid pedestrians;
- Provision of bollards along the south-western section of Foliage Road to prevent pavement parking outside St Bernadette’s RC Church and protect the uncontrolled crossing;
- Proposed revocation of the existing No Waiting Monday to Friday 8am to 6pm restrictions on Foliage Road and replacement with No Stopping on School Keep Clear Markings (Monday to Friday 8am-5pm). This would keep the area close to the school pedestrian entrance clear of parked vehicles;
- Introduction of No Waiting at Any Time (double yellow lines) at the junction of Foliage Road / Foliage Road and The Drive / Monton Road to keep these junctions clear of parked vehicles, protecting intervisibility between pedestrians and motorists whilst also ensuring vehicles can negotiate the junctions safely;
- Introduction of No Waiting at Any Time (double yellow lines) around the turning head at the south-western end of Foliage Road. This would keep the area clear of parked vehicles, enabling vehicles to turn around safely and would protect access to the flats;
- Introduction of No Loading Restrictions (Monday to Friday 8:15-9:15am & 2:45-3:45pm) to reinforce the existing No Waiting Monday to Friday 8am-6pm restrictions at the junction of Foliage Road / Gorseway;
- Provision of access protection markings (H-Bar) to highlight an access point on Gorseway; and
- Repainting of the existing double yellow lines at the school vehicular access.
