Road Safety around Schools – Norbury Hall Primary School

Opens 3 Sep 2025

Closes 24 Sep 2025

Overview

The Council’s strategic objective in transport planning is to increase the proportion of children who walk or cycle to school. This initiative is intended to alleviate traffic congestion, enhance local air quality, and contribute to improved public health outcomes.

To realise this ambition, it is imperative that walking and cycling are safe and viable modes of travel for children and their families.

In alignment with this objective, Traffic Services have been actively addressing concerns raised by schools, residents and elected Members. As a result of these consultations, a series of targeted improvements have been identified in the vicinity of Norbury Hall Primary School.

Proposed Measures

  • Reduction of the No Waiting, Mon – Fri, 8am – 5pm (Single Yellow Line) with an addition of No Loading Mon – Fri 8.15 – 9.15am and 2.45 – 3.45pm and associated signage on Shepley Drive.
  • Introduction of a restriction for No Waiting ‘At Any Time’ (Double Yellow Lines) with No Loading ‘At Any Time’ (Double kerb tabs), on Shepley Drive to cover the bend in the road. These restrictions are proposed to keep these stretches of carriageway clear of parked vehicles times, improving safety for pedestrians crossing and vehicles navigating their way through the area.
  • Introduction of No Waiting and No Loading Mon – Fri, 8.15 – 9.15am and 2.45 – 3.45pm (Single Yellow Line with Single kerb tabs) and associated signage on Castleton Road to help keep area clear for cars to pass without going over onto the other side of the carriageway right before a bend.
  • Introduction of No Waiting and No Loading Mon – Fri, 8.15 – 9.15am and 2.45 – 3.45pm (Single Yellow Line with Single kerb tabs) on Castleton Road with associated signage opposite Haddon Road junction.
  • Installation of No Waiting ‘At Any Time’ on the junctions of Haddon Road with Eyam Road and Denison Road with Eyam Road.
  • Introduction of a larger School Keep Clear Marking to both sides of the school and associated signage.
  • Installation of 10 x Pencil bollards outside the school to prevent encroachment onto the footway around the crossing points.
  • Installation of 11 x Middleton Bollards at the junction of Shepley Drive with Oaklands Drive and Brooklands Road.
  • Installation of tactile paving at the junction of Shepley Drive with Oaklands Drive and Brooklands Road.
  • Introduce 20mph roundel road markings in several locations on the approaches to the school to support the 20mph zone.
  • Relocation of the crossing point on Haddon Road to facilitate intervisibility between pedestrian and vehicles at the junction and this is within the desire line and 4 x Middleton Bollards.
  • Amendment and slight relocation to crossing point on the bend of Shepley Drive and Castletown Road to aid visibility.
  • Installation of 2 x School Warning Signs on yellow back boards (1 x Shepley Rd/Oaklands drive junction & 1 x Haddon Road / Castleton Rd junction)
  • Introduction of Access Protection Markings (H-bars) for a number of properties along Shepley Drive and Haddon Road.
  • Introduction of Dragons teeth road markings on the entrance to Brooklands Road, Haddon Road and Eyam Road to match the entrance markings already on Shepley Drive/Chester Road junction.
